No. Fish do fine during the coldest winters as long as you give them two feet of water to swim in, oxygenate the water, and keep a hole in the ice allowing naturally produced gasses to escape from under the ice.
Do not break the ice with an ax or pick as this creates shock waves that can damage or even kill the fish. Keep an opening in the water with a floating pond de-icer.
Provide some sheltered area or a rock outcropping for fish to hide in or under. Pond fish are more vulnerable to predators in the cold months. Also, leaf netting may help provide shelter for the fish in the pond.
Discontinue feeding fish any fish food once the water temperature reaches 50 degrees and below. Do not resume feeding fish until springtime when the water temperature reaches 50 degrees and above. Otherwise, let Mother Nature do the rest. The Koi and goldfish will go into a dormant phase, slow their physical activity and spend the entire winter hibernating at the bottom of the pond and then they will slowly wake as the water warms in the spring.
